The KEYSTONE project aims to simplify compliance checks for cross-border transportation of goods by the creation of a digital ecosystem capable of enabling the safe and controlled exchange of information. Cefriel, together with other European partners, is included in the consortium.

Why are checks carried out by authorities?
To guarantee the interconnection and the interoperability of national road networks and to facilitate the movement of goods and people within European territory, EC must be supported by proper regulatory framework and enforcement system. Effective, reliable and consistent compliance with EU road transport legislation will only be possible through rigorous checks. This activity involves the collection, verification, and analysis of a range of data that relates to the driver, the vehicle, the operator, the load, the type of transport. To guarantee the interconnection and the interoperability of national road networks and to facilitate the movement of goods and people within European territory, the EC must be supported by a proper regulatory framework and enforcement system. Effective, reliable, and consistent compliance with EU road transport legislation will only be possible through rigorous checks. This activity involves the collection, verification, and analysis of a range of data that relates to the driver, the vehicle, the operator, the load, the type of transport.
What are the opportunities offered by a digital ecosystem?
Digitalization and information technologies can support road transport law enforcement. The transition from paper documents to electronic ones, from random to targeted checks, is a great opportunity for both businesses and authorities to gain efficiency and transparency, thus reducing administrative burdens and costs.
Digitalizing information (about the driver, vehicle, operator, load), ensuring reliable access to real-time data and secure data exchange, as well as introducing automated checks and analytical processes are key factors to creating a modern road transport. Such a highly digitalized and automated application system would make controls much more efficient (better use of time and resources for the Authorities, operators, and drivers), effective (better targeting of persons who carry the risk of non-compliance, easier identification of infringements/deficiencies) and consistent (due to common algorithms and automated data download/transfer/processing processes). KEYSTONE is going to provide innovative solutions for allowing authorities to access directly and in real time all the relevant information required by the various legislative acts of road transport, for processing and analyzing information to verify compliance, for transferring data and control results in a secure manner. The project is also going to encourage commercial operators to share their information electronically with the authorities. Moreover, the objective of the project is to support the authorities in the integration of information deemed relevant and provided by different interested parties.

For this purpose, a survey has been designed for collecting the needs and the obstacles that currently affect cross-border controls carried out by the control authorities. The survey is anonymous (no personal data will be collected) and is open to all those who intend to stay informed and/or to participate in the project activities to address the results of the work.
